I’ve tried blocking the person and telling them to stop, but he or she keeps changing their email address and user profile and keeps coming back. I don’t even want to look at my phone or computer anymore. Is there anything I can do?

More protection for the victims of harassment

The Protection from Harassment Act 17 of 2011 came into operation on 27 April 2013, and provides specific legislative protection... for persons who are the victims of harassment. This legislation provides a complainant with the ability to obtain a protection order and a warrant of arrest which can be enforced in the event of the unwanted conduct continuing.
